Who is on the wheel?
The visible list shows every character in the pool before you spin, and you can count it, cut it and add to it. Anime is enormous and no roster covers all of it, so the list is a starting point you shape.
Fans disagree about what belongs on a general anime list, and the disagreement is genuine.
So the page does two things rather than claiming completeness. The list is inspectable before your first spin, and typing a missing name takes about as long as reading this sentence.
Is the anime wheel random?
Yes. Every character left in the pool after your filters has exactly the same chance on every spin. The draw comes from your browser's own cryptographic random source, and the animation shows a result already decided.
Filtering to one series changes who is eligible, not the odds between whoever remains.
