How do you run a draw every character challenge?
Turn on remove after pick and spin once per session. Each character leaves the wheel when you finish them, so the pool shrinks toward zero and you never land on someone you have already drawn.

The practical problem is remembering where you got to across weeks of work. Two ways to handle it:

Is the roster up to date?
The wheel holds the roster on the visible list, and the update date sits on the page. Check both before you spin, because a character wheel for a live game goes stale faster than any other kind.
This is the honest position rather than a claim of completeness.
New characters arrive with every version. A wheel that says it covers the full roster is making a promise that expires, so this one shows its list and when it was last checked instead. Anything missing takes seconds to type in.

Is the Genshin wheel random?
Yes. Every character left in the pool after your filters has the same chance on every spin. The result comes from your browser's random number generator, and the animation shows the result rather than choosing it.
Filters change who is eligible. They do not weight anyone, and a five star is no more likely to land than a four star unless you set that deliberately.
